I have the honor to enquire, whether you would permit the purchase sum for an additional draft-horse for this establishment to be charged to vote of incidental expenses and whether you would be pleased to permit me to purchase such an animal, if one of the Government Veterinary Surgeons certified as to its value & worth.
The additional horse will be needed, since the only draft horse of this establishment is so old as to be unable to perform the work required, for which reason we have been already often obliged, to hire horses for this establishment
