The Queen having been Graciously pleased to appoint you to be a Companion of the Most Distinguished Order of Saint Michael and Saint George, I have the honor to transmit to you a Warrant

under the Royal Sign Manual and Seal of the Order, conveying to you the Grant of that Dignity, together with the Insignia thereof,

A copy of the statutes of the Order, dated 4 December 1868, is in the same file. According to these statutes, M was not eligible to be appointed to the Order; he only became eligible with the passing of a supplementary statute on 3 April 1869.
