Sir,
The Queen having been Graciously pleased to appoint you to be a Companion of the Most
Distinguished Order of Saint Michael and Saint George, I have the honor to transmit
to you a Warrant
under the Royal Sign Manual and Seal of the Order, conveying to you the Grant of
that Dignity, together with the Insignia thereof,
a copy of the Statutes of the Order; also a Blank Form of Covenant for the Restoration
of the Insignia;
which Document you will be so good as to Sign, and return to me, when duly executed,
in accordance with the provisions of the Statutes of the Order.

A copy of the statutes of the Order, dated 4 December 1868, is in the same file. According
to these statutes, M was not eligible to be appointed to the Order; he only became
eligible with the passing of a supplementary statute on 3 April 1869. See notes to
M to Earl Granville, 13 July 1869 (in this edition as 69-07-13b).
