Approved by the Governor in Council, 12 December 1870. Letters were then sent to Hammill,
Sangster, Mitchell, Greig and M on 21 December 1870.

The Government having determined that arrangements should be made for rendering the
Botanical Gardens more attractive as a place of public resort for recreation and enjoyment
it has been proposed to place a practical gardener in charge of the gardens with the
view of affording Dr von Mueller an opportunity of devoting his entire time to the
pursuit of the scientific department of Botany. I recommend for the approval of the
Governor in Council the appointment of a Board to inquire into and report on the changes
that may be necessary to bring into operation an organisation which will secure the
Gardens being kept in the best possible condition, without in any degree interfering
with the valuable services rendered to the Colony by Dr von Mueller as a botanist,
and that such board consist of the following gentlemen: —
