Secretary's Department, with 'The Government Botanist' inserted by hand; the file
copy is unsigned but Topp was Undersecretary of the Chief Secretary's Department at
the time.

My attention having been called to certain cases in which applications for transfer
have been addressed by the Officers concerned directly to the Public Service Board,
I have the honor to request that you will call the attention of the Officers in your
branch to Clause 28 of the Regulations under Section 123 of the "Public Service Act
1890" providing that applications or communications from Officers relating to their
positions or pay must be transmitted through the head of the Branch to the Permanent
Head of the Department, and that you will give instructions that this procedure be
strictly carried out in all cases in future.
