Referring to my circular letter of the 5th ultimo

regarding the payment of the Postal Department for Telegrams transmitted "On Her Majesty's Service" I have now the honor to inform you that the Honorable the Treasurer has directed that there shall not at present be any variation of the long established practice whereby certain officers are duly authorized to send Telegrams without charge.
The instructions as to the returns of Telegrams despatched are therefore cancelled.
