Sir,
With further reference to my Circular of the 14th January,
I have the honor to request that you will give directions for the practise of the
strictest economy in the use of the electric telegraph and also that such messages
as may be required be made as brief as possible consistent with due regard to accuracy.
I have also to bring under your notice that steps should be taken for a proper check
on all telegrams despatched in order that the Quarterly Accounts of the Postal Department
can be thoroughly examined.

I attach copy of a Circular
that has been forwarded to officers entitled to send telegrams On Her Majesty's Service
in connection with the business of their office showing a form of return required.
