Letter not found. The text given here is from 'An anti-malarial tree', Bulletin of the Botanical Department, Jamaica , new series, vol. 3, p. 232 (B96.10.04). it is introduced as follows
Baron Sir F. von Mueller,* the veteran Government Botanist of Victoria, who has done so much for the economic botany of the world, sent to the Director in April, 1895, seeds of a Melaleuca (M. leucadendron), to which he thus refers:—
The asterisk leads to a footnote which states: 'It is with great regret that we hear of his death on 9th October. — [ Ed. Bulletin ] '.
T his tree should become of the utmost importance also to the Western Hemisphere. As a tropical tree, fit to grow in malarian swamps, and containing in its foliage much antiseptic and a n ti-miasmatic

Source has the obvious misprint, 'auti-miasmatic', which has been editorially corrected.
oil, it deserves your special attention. It will grow where no Eucalyptus could be reared.

The extract from M's letter is followed by:
The young seedlings raised have now been planted out in Hope Gardens. They have grown somewhat slowly, but as they appear likely to succeed, more seed will be obtained from Australia and plants distributed to applicants.
