Copies of Eaton's letter to Topp were sent by the latter to the heads of the various
sub-departments within the Chief Secretary's Department. The covering note is undated
but the index of outward correspondence gives the date as 31 October.

Sir,
I am directed to inform you that it has been determined that Salaries and Wages for
the current month shall be paid on the same basis as were those for the preceding
months of this financial year, until Parliament shall have adopted the Treasurer's
Estimates which, you are aware, have been framed upon the existing law.

The estimates, ordered to be printed on 31 October 1894, were not passed until 22 January 1895 (Votes and Proceedings of the Legislative Assembly, Session 1894-5, vol. 1, pp. 124ff).
