The text given here is from a report of the meeting of the Ballarat Fish Protection Society and Anglers' Club held on 15 November 1893, in Ballarat star, 16 November 1893, page [2], col. f. The earliest date that the letter to M is likely to have been sent is the day after the reported meeting, and it is dated accordingly. M to Ballarat Fish Protection Society and Anglers' Club, November 1893 (In this edition as 93-11-00c), is his response.
[A deputation, consisting of Dr Whitcombe and Messrs C. Taylor (vice-president), G. Smith (vice-president), K Taylor, and T. Mitchell, was last night appointed by the Fish Protection Society and Anglers’ Club to wait on the City Council and request that immediate steps be taken to eradicate the reeds in Lake Wendouree.

The deputation was joined by representatives of the rowing club to meet the Ballarat City Council on 20 November where the Council resolved that 'action be at once taken to have the rushes cut' ('weeds in lake wendouree', Ballarat star, 21 November 1893 p. [4]).
In connection with the same matter, Dr Whitcombe suggested that the society should forward samples of the various kinds of weeds which grow in the lake to Baron von Mueller, with a request that he should give the names of them, and also suggest means of eradication. The idea was regarded as a good one, and the suggestion was unanimously adopted.]
