Letter not found. The text given here is from a report of the meeting of the Port Fairy Borough Council held on 29 March 1893 (Port Fairy gazette, 31 March 1893, p. [2]). The previous meeting of the Council had been held on 13 March, and on the assumption that the parcel was received after that meeting, the item is dated to 13 March as the earliest that it could have been sent. M had sent rootstock to rural newspapers for distribution during the second half of March, so this date is compatible with a major distribution (see M to Bairnsdale advertiser and Tambo and Omeo chronicle , 16 March 1893 and notes thereto).
