Tovey had apparently applied for the transfer ( see M to T. Wilson, February 1892 (in this edition as 92-02-00e) ; M would have been required to comment on the application ). M's letter was forwarded to the Public Service Board on 1 July 1891 minuted: 'No objection' . However, on the same day , M wrote to Wilson reporting favourably on Tovey's work and recommending, successfully, that his appointment in M's office , a probationary one until then, be made permanent; see M to T. Wilson, 1 July 1891 (in this edition as 91-07-01a).
