An unknown amount of text missing. The promotions during the financial year were of James Minchin (see M to T. Wilson,
1 October 1889
(in this edition as 89-10-10b)) and Charles H. French (see M to A. Deakin, 29 January 1890). Killen, Accountant in the finance section of the Chief Secretary's Office, had probably queried the salaries for these officers
shown on the Estimates that M submitted in M to T. Wilson, 10 April 1890; see M to T. Wilson, 16 June 1890.
