expressive of his best thanks to the Government and Public Service Commissioners for his promotion to the position of first Herbarium Assistant in the Gov. Botanists Establishment.

When Charles French Snr was appointed as Government Entomologist, his post as First Herbarium Assistant became vacant, and M asked that it be filled (M to T. Wilson, 1 October 1889 (in this edition as 89-10-01b)). Minchin, formerly Second Herbarium Assistant was appointed by promotion to the vacant post, formalized by the Public Service Board on 7 October 1889. His promotion left a vacancy that was filled by Charles H. French who applied for the position and was recommended in M to A. Deakin, 28 October 1889.
