I have the honor to report. that Mr Ch. French is now finally relieved of duty in the Gov. Botanists Department by his transfer as Entomologist to the Agricultural Department.

I therefore beg now respectfully to apply, that the vacancy may be filled up.

On 4 October 1889 Wilson stamped M's letter along the right-hand side: 'Submitted to the Honorable the Chief Secretary with the request that the above vacancy be filled'. The Chief Secretary, A. Deakin, approved the request the same day.
The promotion of J. Minchin from Second Herbarium Assistant to First Herbarium Assistant was formalized on 7 October when the members of the Public Service Board signed the 'Certificate to fill vacancy by promotion or transfer'. This form was sent to the Chief Secretary's Office where on 14 October it was marked 'James Minchin Apptd'.
