Feel much honored with your kind felicitation at the unexpected bestowal of the new decoration on me by the generous Government of France.

This must refer to the French Republic's awarding to M its Officer's Cross of Agricultural Merit. Though the certificate (in this edition as 89-09-16) is dated 16 September 1889, the decree announcing the award was issued on 4 May.
