This is Douglas's 'third and final report' on 'the British protectorate of south-eastern New Guinea' of which he had for three years been Special Commissioner. The same report appeared in Queenslander, 2 March 1889, p. 397. F. Bailey to M, 26 March 1889, confirms the identification.
