in Anspruch.

Two letters from you, esteemed Mr Tepper, lie before me;
I will answer the important one first. There seem to be several applicants for the
position of entomologist, but if anyone at all is approved by Parliament, someone outside Victoria can hardly reckon upon succeeding,
since there is a strong feeling here against the appointment of state officials from
other colonies since it is thought that there are enough among the millions of inhabitants
of this Colony to fill any position. This feeling was revealed particularly in the
case of the filling of the position of forester.

George Perrin, who was the Tasmanian Conservator of Forests, was appointed as Victoria's Conservator of Forests from 23 June 1888 (Victoria Government
g
azette, 29 June 1888, p. 2070), but the appointment had been announced in May (Age, 12 May 1889, p. 9).
The gift of the position is in a ministerial department other than that to which I
belong, so I cannot even exert influence on the choice.

M's assistant Charles French Snr was appointed Victoria's Government Entomologist in 1889, in the Office of Agriculture (Victoria Government
g
azette, 25 October 1889, p. 3641). The Minister had indicated that he intended to appoint from within the Public Service, and only if the Public Service Board reported that ‘there is no gentleman possessing the
necessary qualifications will he advertise for applicants’ (Australasian, 19 May 1889, p. 18).
Your small volume on the insects of South Australia
is excellent and should give rise to many new observers. During the next few months
you should not count on much help from me. The preparations for the International Exhibition
claim every free hour.

I will always name some plants for you. If instead of other tours you made a tour
to the Murray to collect water plants &c at the boundary of Victoria, you might discover
new things for South Australia as well as for Victoria. The lower Murray is more accessible
to you than to us here.

Should anything happen in respect to the appointment to the position here that may
be favourable for you, I would look after your interest.
From the Great Bend
to the Victorian border there should be rich localities for plants, particularly on
the lagoons and in the sandy country and salt country.
