within the Chief Secretary's Department (listed p. 496).
Sir,
With reference to the advances which have been made to enable payments to be made
to probationers of the second moiety of their salaries, I am to inform you that inasmuch
as according to the 78th section of the Public Service Act such second moiety is only
payable upon permanent appointment, the amount cannot be charged to the Vote of 1886-7
unless the permanent appointment be made on or before the 30th instant, therefore
the advances must remain unadjusted for the present and provision for the amount of
such half salaries up to the 30th instant must be made upon the Estimates of 1887-8
as an arrear.
