Minchin clearly intended October: 4 October 1887 was a Tuesday, and three weeks' leave would take him to 25 October.
4th and terminating October 25th. I beg also to solicit your kind approval when forwarding my application to the Honourable the Chief Secretary for his favourable consideration.

M did not forward Minchin's application until a few days before the proposed period of leave was due to commence; see M to A. Deakin, 28 September 1887. The application was approved by the Under Secretary, T. R. Wilson, on 30 September on behalf of the Chief Secretary, and M was informed on the same day.
The delay in M’s seeking approval for the request is real; although the delay may seem unusual, there is no doubt about the date on Minchin’s letter, or on those concerned with M’s recommendation.
