Sir,
I am directed by the Honorable the Treasurer to bring under your notice that delay frequently occurs in rendering the security required from officers in the Public Service, delay resulting sometimes in loss, and always in unnecessary trouble and correspondence.
The Order in Council of the 24 September 1860 (copy enclosed

) directs that where an officer shall fail for one month or upwards to furnish the security required of him, payment of his salary shall be withheld until this has been done, and I am now to state that it is necessary that the Order in Council shall be strictly enforced in future, and that the Treasurer will look to you to give effect to it as far as the officers in the Department of which you are the Permanent Head are concerned.
I am to add that excuses for the non rendering of security of

for not renewing it periodically are not to be accepted unless deemed by the Treasurer to be satisfactory.
