See M to G. Berry, 14 March 1883, in which M first raised the question of the distribution of his Census, and n. 3 thereto.
I have the honor of submitting for your consideration the following plan for the distribution of the copies of the Australian Plant-Census,

B83.03.04.
and for the occasional disposal of copies by sale.
1, one copy to each member of the Legislature.
2, twenty five copies to the public Library-Trustees of Melbourne.
3, one copy to each of the Mechanics Institutes and free Libraries of Victoria.
This would absorb about 250 copies; the like number would be required to provide on behalf of the Vict. Government Academies and other learned Unions as well as leading men of science with the work through the Gov. Botanists Department, inclusive of the copies needed for amateur collectors of plants. Thus 500 copies would be left partly for future use, partly for sale through the Gov. Printing Office direct or through the appointed Agents for the Sale of Victorian Governments publications in London, if such arrangement met with your approval.

M's letter was marked 'Approved' and initialled by Berry.
The Under Secretary, T. Wilson, sent the file to M with a note saying that the Chief Secretary had approved his proposals and to return the file so that instructions could be sent to the Government Printer. M returned the file 'with best thanks' on 30 March and it was forwarded to the Government Printer the next day.
