Sir,
I have the honor to inform you that the Commissioners of Audit have brought under
notice the greatly increased number of transfers made in the year 1878-9, and to request
you will be so good as to avoid in the future, as far as may be practicable, the necessity
for making applications for transfers from one vote to another.
