Circular letter sent to the heads of departments under the Chief Secretary.

I have the honor to request that you will be so good as to forward at your earliest convenience an Estimate of the provision required to meet the expenditure of you Department during the financial year 1877-8 together with an Estimate of the Revenue (if any) to be received during the same period.
The Revenue Estimate should state the grounds on which the amounts have been arrived at.
The Expenditure Estimate should fully provide for all requirements in order that no additional estimate may be necessary during the same session of Parliament and should be accompanied by a statement of the grounds for arriving at the figures given and with an explanation in regard to any new items and of increases or decreases in the number of Officers or amounts.
If any further provision is absolutely required on account of the year 1876-7 a supplementary Estimate should be forwarded at the same time.
