Signed and dated by Odgers on behalf of James McCulloch, the Premier, rather than MacPherson who was Chief Secretary but who went to in Tasmania on 10 April 1876 with his family and appears not to have
returned to Melbourne until 28 April. It is not known why Odgers altered an old form in the ways indicated with newly-entered
data.
