The file cover gives the date of the letter as 13 July 1875, a Tuesday. The file was initialled by Robert Ramsay on 15 July 1875.
Allow me, dear Mr. Odgers, to send you the enclosed part of the Ballarat Star of the 28 June.

A newspaper clipping reporting the Annual Meeting of the Ballarat Farmers' Club is attached to file. The report contains the following passage: 'The Hon. Mr Ramsay also presented to the club the first part of "Baron von Meuller's Educational illustrations (sic: Collection) of Victorian Plants,"actual specimens of plants and tree blooms are given and accompanied by the botanical names; the exhibits are truly educational' (Ballarat star, 28 June 1875, p. 3).
Perhaps you are so kind to show Mr Ramsay, that his sending of the first part of the "educational collection" is acknowledged. Probably you have arranged already to send the second part. Of course also this work must be discontinued as not even the £30 for papers, pastboards, which each parts cost, and which, on Mr. Ramsays suggestion, were taken in advance of this years vote some months ago, are refunded on the new estimates, besides there are no means for travelling provided, which mainly were carried out on my private expense during the last two and indeed many of the former years.
Regardfully your
Ferd. von Mueller
