Melbourne 18th March 1874
Sir,
In reply to your letter of the 13th instant, I am directed by the Chief Secretary to inform you that if there are funds available from the vote taken for the service of your department for the year to cover Mr Luehmann's expenses in proceeding to the Murray, Mr Francis approves of the step you propose to take in sending him, but that the issue of a Railway Free Pass is a matter not under his control.
I have the honor to be
Sir
Your most obedient Servant
