In reply to your letter of the 1st instant

in reference to the printing of a translation of Dr. Wittstein's work on the chemical analysis of plants and vegetable substances I have the honor to inform you that the Chief Secretary has decided that he cannot sanction the proposal to print the manuscript at the expense of the Government.

M later published the text himself, B78.06.09, the printing of which by a commercial printer he reported cost him £250 (M to J. Forrest, 14 February 1878).
