Sir,
Referring to your letter of the the 25th ultimo,
forwarding copies of regulations under which the distribution of plants was effected,
I have the honor to state that information is required by the Honorable The Commissioner
of Crown Lands and Survey
with the reference to the regulation or authority under which packages of plants have
been forwarded from the Botanical Garden to foreign potentates or Governments without
letters from the Chief Secretary to such potentates or Governments or order from him
for transmission of plants to them.
