The document is evidently providing, in column 2, the authority numbers to be used for expending the amounts approved by Parliament on 29 August 1871 for the year ending 30 June 1872 (Victoria, Votes and proceedings of the Legislative Assembly, session 1871, vol. 1, p.106). The top line shows M's salary, the next two the amounts allocated for 'Inspector of Forests and Principal Assistant' (i.e. William Ferguson) and that for 'Gardeners, Botanical Collector, Carter, Laborer, &c'. The amount for the latter is £250 less than approved, partly consequent upon the death of John Dallachy, the botanical collector, on 4 June 1871, despite M's attempts to have the position retained, for collecting in WA (M to C. Gavan Duffy, 30 August 1871). Dallachy was paid £150 p.a; the reason for the further reduction has not been ascertained.
