This accompanying account I have the honor to return for further information.
No provision is made on the estimates of my Department for the payment of the boys
of the industrial Schools. I am not unfavorable to such an arrangement, if the necessary
fund is placed at my disposal by a special order of Government or Vote of Parliament.

M's letter is accompanied by an account from the Department of Industrial and Reformatory
Schools, invoicing the Botanic Garden for an amount of £77.5.- for labour of boys
from the Industrial Schools in the Garden during July 1871.
