In 1871 the Victorian Government's financial year changed from the calendar year to one ending on 30 June. The Duffy administration succeeded McCulloch's on 19 June 1871, and Parliament did not debate until August the estimates for 1871-2, prepared by the new Government and ordered to be printed 1 August, replacing the previous estimates prepared in May. The vote for the botanic gardens was approved on 23 August, after an extensive debate (Victoria, Hansard, vol. 13, pp. 980-2). Until the budget for 1871-2 was approved, amounts included in the budgets for the half-year January-June were continued. The present document sets out the approved amounts M could spend on these items for one month; however, the amount for wages is £41/13/4 greater than the pro rata amount included in Estimates of revenue and expenditure … for the half-year ending 30th June 1871 (Victoria, Parliamentary Paper B 3 (1870)).
