In the new Estimates of Expenditure that M submitted in July 1871 (M to C. Duffy, 8 July 1871 (in this edition as 71-07-08b)), M recommended that Ferguson be transferred to the Lands Department. On 8 July 1872, the Inspector General of Public Works asked the new Chief Secretary, James Francis, to certify Ferguson's accounts for an allowance in lieu of quarters [letter not found]. This letter was referred back to the Public Works office on 13 July minuted: 'a/cs for /71-2 certified cannot do others yet'. This letter was returned to the Chief Secretary's office on 17 July, then referred again to the Public Works office on 18 July minuted: 'For paper with appl [approval] of C. S. on it'. The letter was returned to the Chief Secretary's office on 23 July and forwarded again to the Public Works office on 25 July minuted: 'Make another search for it'. The letter was returned to the Chief Secretary's office on 7 August, then forwarded again to the Public Works office on 8 August minuted: 'a/c now signed' (No. 7500, vol. 1872 B, VPRS 1168, Public Records Office, Victoria).
