I have the honor to transmit to you herewith a list of the Creditors and the amounts due to them during the period of deferred payments in 1868. In the schedule submitted to me no column is contained for calculation of interest, and moreover the items themselves are so small and the time of delay of payment so short, that I have not given the return of interest but will do so if specially desired.

During 1864-68 the two houses of the Victorian Parliament were deadlocked over their claims to authority over revenue and privileges, the Legislative Council being elected on a resticted property-based franchise, and the Assemly on a much wider franchise. Governor Darling was recalled by the Colonial Secretary for his handling of the initial dispute when the Council refused to agree to cutoms tarrifs, and further disputes arose when the Council blocked legislation granting his wife a large gratuity. The failure to pass legislation approving budgets resulted in periods of suspension of payments by the Government. This caused hardship, with some new insolvents citing excessive interest paid to money lenders during the tempotrary suspensions of Government payments of staff and suppliers.
