I have the honor to inform you, that no classified officer is engaged in my department, and that therefore no officer under me is now or will in future be entitled to any compensation, such as the Civil Service Bill provides, should any of the employees under me leave the Department.

For press comment on a contentious issue in the exsisting Act, the less than uniform operation of compensation schemes for retirement, death in service and loss of position, see Geelong advertiser, 2 June 1870, p. 2. A Royal Commission, of whicxh Odgers was a member, was established on 8 August 1870, and reported on 18 April 1873 ('Civil service: report of the Royal Commission appointed to enquire into the state of the public service and the working of the Civil Service Act: ….', Victoria Parliamentary paper, 1973, no, 10).
