When I had the honor of an interview with you this day, I omitted to ask you permission, to supply still to those institutions, which have already their applications for plants
filed in my office, and to whom under the existing regulations I have promised plants.
Their ground was to be got ready and they did not anticipate, it appears to me, that
any new regulations,
on which you may decide, would be made regressive.
