I have the honor to request that you will be pleased to issue Authorities for this
Department for expenditure under the heads of
Purchase of Plants
Forage for Cart horses
Stores, Timber etc.
Transit & Incident. Expenses
Travelling Expenses.
Until now I have only received Authorities for Salaries and for Wages, and I have
been asked by contractors to pass their accounts, since they had been paid for goods
supplied to other Departments.

Parliament did not approve the budget for 1870 until 21 May 1870 (Victoria,
Votes and Proceedings of the Legislative Assembly
session 1870, vol. 1, p. 86), and M needed approval to spend ahead of the Vote.
