I have the honor of submitting an estimate of the expenditure, which during the year
1870 is likely to be incurred at the botanic Garden under the department of public
works.

This letter would have been dealt with by James McKean, who replaced Grant on 20 September when MacPherson's ministry replaced
that of James McCulloch. In the March estimates for 1870 a sum of £1,000 was provided 'For Buildings, Fencing and other
works for the Botanical Gardens and Reserve for Government House' (Estimates, 1870,
Victoria Parliamentary Paper, 1870 B.—No. 2, p. 42), reduced to £200 in the revised estimates published in May (Victoria Parliamentary Paper, 1870 B.—No. 6, p. 42).
