I have the honor to refer to the proposal made by you at a recent interview to go
on with the earthworks at the Botanic Gardens at your own expense to the extent of
Two hundred pounds (£200) provided you had the assurance of the Honorable the Treasurer
that the money would be included in the estimates for the current year and refunded
to you.
I am to express the Treasurer's recognition of the spirit in which you have made this
offer but to state that he is unable to give the assurance required.
