My dear Mr Fitzgibbon.
I venture to ask in the interest of the public and my department, whether the City
Council would not kindly concede to my request, to place a carriage gate in the fence
of the City bridge-approach
at the termination of the pavement near the Immigrants Home. Such an arrangement would
render it possible for carriages to pass along the base of the Yarra hill to the lower
part of the botanic Garden and would give also better access to the Quarries and other
places for my carts. If such an arrangement could soon be carried out, I should greatly
enjoy advantages at once while the steam engine is to be erected to force Yarra water
to the hill.

Home to keep the gate properly closed during the day and locked at night
