I have the honor to inform you, that at a meeting of the trustees of the Royal Park held this day I have been directed to submit for the consideration of the Board of Land & Works the propriety to establish the following additional regulation for the protection and management of the Royal Park.
"Persons shall not assemble in any part of the Royal Park for the purpose of hearing or giving lectures and adresses or for hearing and preaching sermons, or for the purpose of making or witnessing an exhibition or performance of any kind; and no part of the said park shall be used for gatherings of people unless by and with the consent of the trustees."

No amendment to the rules was published in the Victoria Government Gazette until 21 October 1870, p. 1569. The set of rules promulgated there included '7. No meeting or assemblage of people of any kind, or for any purpose, will be allowed in the park without the special sanction of the trustees'. The previous regulations, published on 13 February 1866, p. 381, did not include a similar rule.
I am also directed to state, that the desirability for the establishment of a regulation in the foregoing sense has been urged on the trustees by a representation recently made by the Acclimation-Council.
