Carnarvon wrote to the Governor of Victoria, Sir Henry Manners-Sutton, on 18 February 1867 acknowledging the receipt of a despatch with which was enclosed a copy of M to H. Manners-Sutton, 23 November 1866 (in this edition as 66-11-23a), and asking Manners-Sutton to convey his thanks to M (No. 15, unit 21, VPRS 1087 despatches from Secretary of State to Governor, VA 466 Governor, Public Record Office, Victoria).
