The honorable the Chief Secretary was good enough to approve on December the first
1866 of a Requisition for an extension of the Yan-Yean pipes in this Department, causing
an expenditure of £150.0.0 to be charged to the Vote "Water supply" available last
year for that purpose.
The work being urgently required I took the approved Requisition at once to the Office
of the honorable the Commissioner of Public Works, asking his permission to allow
the Officers of the Water Department to carry out the work. This having now been done,
I have the honor to ask that you will be good enough to give instructions that the
usual Authority for this expenditure may be issued in order to enable me to pass (by
quoting the number of it) the Account for payment

MS note on file by Moore dated 21 January: 'Will the Inspector General of Public Works
have the goodness to say if a contract was taken for this work'. William Wardell replied on 23 January: 'The work was executed by the men employed in the Sewers &
Water Branch of this Department as day Laborers'.
There is a further annotation by Moore, dated 25 January: 'I am directed to enquire
what the amount of the Expenditure was'. Wardell replied the next day: The total cost
of the work was £150'.
An annotation, 'Schedule 30.1.67', was then initialled by Moore, and the relevant
amount was included as no. 66/415 on a 'Schedule of Authorities for Contingent Expenditure'
submitted by the Chief Secretary to the Governor, Henry Manners-Sutton, and approved
by him on 4 February 1867 (P67/1251, unit 250, VPRS 3991, Public Record Office, Victoria).
