Allow me to draw your attention to the desirability or rather necessity of forming a footpath through the Reserve (formerly known as the "Police Paddock) between Swan Street Richmond and the approach to the Botanic Garden bridge. Nothing has ever been done to improve this path which in its present state, especially after a shower of rain, is scarcely passable at least for Ladies and children. A small expenditure of money would be sufficient to effect improvements in this locality so as to put the path, which is also frequently used by inhabitants of Melbourne in a good and permanent condition, and I beg therefore respectfully, to suggest the Reserve through which it passes being under the Control of the Melbourne Corporation, that your honorable Council may cause the above improvements to be carried out.

If it should be deemed preferable to vote a small sum of money sufficient to carry out the work suggested (£15-20.0.0 ought I believe go far towards it) and place it at my command, I would gladly undertake the superintendence.
