I enclose a copy of a letter from the Honorable The Treasurer, pointing out the precautions to be observed in order to prevent double payments being made to contractors who may obtain judgement against the Crown and am directed to request that you will carefully note it.

This letter was addressed to sixteen Heads of Departments within the Chief Secreatry’s Department; the master letter appears in the file as no. 1853, pp. 137-8.
