Sir
I have the honor to request that you will be pleased to sanction the expenditure of
the sum of four hundred and thirty seven pounds thirteen shillings and two pence for Salaries and Wages for the month of February. And I further beg that you will be good enough to grant me an advance of
a sum of five hundred and twenty five pounds Sterl. for defraying the expenses for
Salaries and Wages for the next ensuing month.

Parliament did not approve the budget for 1866 until 27 April (Victoria, Votes and proceedings of the Legislative Assembly, second session 1866, vol. 1, p, 36), hence the requirement to gain authority for
advance spending. A similar request was made for approval to pay salaries and wages
for January in M to J. McCulloch, 21 January 1866 (in this edition as 66-01-21a), and for operating expenses in M to J. McCulloch, 21 January 1866. The file does not indicate the response to M's letter.
