The register indicates that M’s letter was returned to him on 29 March 1866, presumably
with the Minister’s decision. The application was evidently approved, since on Saturday
21 April 1866, a procession to mark the tenth anniversary of the Eight Hours movement
that started at the Trades Hall in Lygon Street, Carlton, finished at the north ground
of the Botanic Garden where ‘a large number of people assembled’ (Age, 23 April 1866, p. 5).
