Sir
I have the honor of again soliciting, that you will be pleased to sanction the transfer
of the sum of three pounds ten shillings (£3.10.0) from Authority C.S. No 187 (issued for expenditure of Vote for forage for horses &c for the year 1865) to
the Vote for purchase of plants and seeds for the same year and place it at my disposal
for covering liabilities incurred last year against this Vote. I beg to refer to my letter dated December 16th 1865
in which I had the honor of applying already for the above transfer.
