to inform you that some days ago I wrote to Mr Brough Smythe to enquire whether he had drawn out the code of bye laws for the management of the Royal Park Mr Smythe has replied stating "that one copy of the regulations was sent to Dr Mueller and another to the Assistant Commissioner of Lands & Survey some time since." As great injury is being daily done to the Park Dr Black desires me to say that he would feel greatly obliged if you can hasten the matter to a conclusion

M had already written to the President of the Board of Land and Works on 24 January 1866 on behalf of the Trustees of Royal Park, enclosing a set of regulations 'framed for the preservation of order & property at the Royal Park' and asking that, if he approved of these, 'to give legality to them by the Board of Land & Works' (A345, Royal Park Zoological Society letter and minute book, pp. 21-2, Mitchell Library, State Library of New South Wales, Sydney).
