M's letter was returned to him minuted: 'say when you leave — as changes will then take place'. By a minute on M to J. McCulloch, 19 September 1865, M had been granted 12 months' leave of absence on full pay to visit Europe. He was formally notified in J. Moore to M, 28 September 1865.
