M's requisition was returned to him on 29 July 1865 annotated: 'to make req only every ½ year'. M returned the annotated requisition to the Chief Secretary's office on 1 August. The treatment of subsequent requisitions indicates that the 'half-year' rule was not enforced; see M to J. McCulloch, 28 August 1865, and M to J. McCulloch, 18 September 1865 (in this edition as 65-09-18a).
